Vasectomies are offered as a means of reducing unwanted pregnancies, not to prevent the transmission of HIV, the virus that can lead to AIDS. A vasectomy prevents sperm from mixing with the seminal fluid so that the semen is devoid of sperm, thus avoiding pregnancy. But having a vasectomy will not protect you from Sexually Transmitted Infections, including HIV/AIDS since HIV can still be present in semen, even if there is no sperm being transmitted.
